ARAH #119 - Wrong page order?

What gives? I just bought #119. The pages are staples wrong. It starts with page 17 and page 1 is in the middle. Anyone else come across this?

What year was the book I read and reread all mine so many times but I don't remember any with the pages out of order right off .
